unless paragraph (b) or (c) applies, that a person responsible for the student was ordinarily resident in a relevant area on any date during the relevant period;

where the student was an independent student, that the student was ordinarily resident in a relevant area on any date during the relevant period; or

that the student was a looked after student at any time during the relevant period.
