Paragraph 5
England and Wales
The members of a police authority referred to in paragraph 1(1)(b) or (2)(b) of this Schedule shall be appointed—
by the members of the police authority appointed under paragraph 2 or 8,
from among persons on a short-list prepared by the Secretary of State in accordance with Schedule 1C to this Act.
