The authorised development must not be commissioned until a written scheme detailing security measures to minimise the risk of crime within the Order limits has been submitted to and, after consultation with West Yorkshire Police, approved by the planning authority.

The approved scheme must be maintained and operated throughout the operation and decommissioning of the authorised development.
