The Welsh Ministers, in exercise of the powers conferred by section 89(6) of the Local Government Act 1972f1 and section 36A(1) to (5) and (9) of the Representation of the People Act 1983f2, make the following Rules.

In accordance with section 36A(7) of the Representation of the People Act 1983, the Welsh Ministers have consulted such persons as they considered appropriate.

In accordance with the Senedd approval procedure applied by section 36A(10) of that Act, a draft of this Welsh statutory instrument was laid before, and approved by resolution of, Senedd Cymru.
